On November 29th, Li Shiping, Secretary of the Party Committee and Chairman of Zhongnan Iron and Steel, conducted a research visit to Chongqing Iron and Steel. He emphasized the need to have a clear understanding and rational treatment of the current situation in the steel industry, follow the objective laws of the market, grasp market trends, improve market adaptability, be market-oriented, adhere to accounting management, continuously optimize product structure, enhance the supply capacity of high-end products, and strive to achieve annual business goals.
At the meeting, Chongqing Iron and Steel reported on the completion of key tasks such as production, operation, and management improvement, cost reduction, and efficiency improvement in 2023. They also decomposed and planned the work objectives for 2024 and proposed specific measures to complete the target tasks.
Li Shiping stated that the current market downturn in the steel industry requires deepening the implementation of a new type of business responsibility system, guided by the "four modernizations" and the "four haves" as the operating principles. We must closely monitor market changes, strengthen accounting operations, flexibly adjust product structures, and strive to transform management advantages into cost advantages and efficiency advantages, in order to improve the quality and efficiency of business management.
Li Shiping pointed out that as a state-owned enterprise, Chongqing Iron and Steel should always bear in mind the "greatness of the country" and be committed to serving the high-quality development of the national and local regional economy. Strengthen the linkage between local enterprises, actively connect with major national and regional engineering projects, participate in national and local infrastructure construction, and demonstrate the responsibility of central enterprises.
Li Shiping put forward four requirements for the next step of work:
One is to establish a market-oriented operation system and decompose indicators layer by layer to the grassroots level, and implement responsibilities layer by layer to each position; Strengthen cooperation with steel mills in the industry, expand business channels, and enhance cooperation with the government to contribute to regional economic development.
The second is to unwaveringly accelerate the improvement of grassroots basic management capabilities and continuously enhance manufacturing capabilities. Continuously benchmarking excellent enterprises in the industry, going out for on-site visits, focusing on efficiency, vitality, and market, changing concepts, taking quick actions, and making up for weaknesses and strengths; Introduce advanced experience, conduct special seminars, improve weaknesses, and conduct research on major scientific research projects, continuously learn and absorb advanced management and technology, and improve production organization efficiency.
The third is to comprehensively promote performance horse racing with "one person, one table" as the core, strengthen the application of performance horse racing results, gradually transmit crisis awareness, excavate and empower various talents, guide personnel at all levels to have a sense of responsibility of "cannot afford to wait" and a sense of urgency of "cannot delay", focus inward and self pressure, constantly stimulate the vitality of the talent team, motivate talents with achievements, and achieve enterprises with talents.
The fourth is to strengthen the discussion of managers' virtual management, adhere to problem orientation, propose solutions and methods, create a good "worry free" discussion environment, and contribute ideas and suggestions for the company's management and high-quality development of the enterprise.
